A workshop series on bidding documents by OUSL

In Sri Lanka, the term ‘procurement’ has gained significant popularity, largely driven by various issues that have emerged in recent years. This increased attention extends beyond just public sector offices; individuals in the private sector are also recognizing the importance of understanding procurement processes when engaging with the public sector.

Nowadays, there’s a noticeable shift with the general public showing interest in procurement-related matters. It’s becoming increasingly evident that every citizen has the right to be informed about procurement planning processes and government policies regarding public procurement.

The Open University of Sri Lanka has recognized the importance of addressing the essential components of public procurement and has thus collaborated with subject experts and procurement specialists in Sri Lanka to develop a unique program known as the MSc. in Public Procurement and Supply Chain Management. A distinctive feature of this programme is its status as the first postgraduate qualification offered in public procurement in Sri Lanka.

The MSc in Public Procurement and Supply Chain Management programme at The Open University of Sri Lanka (OUSL) recently organized a series of workshops on Bidding Documents, aimed at elevating the competencies of professionals in the public procurement sector. These workshops served as a valuable platform for participants to deepen their understanding of effective procurement practices and the strategic role of meticulously prepared bidding documents in promoting transparency, efficiency, and value for public resources. These workshops were conducted under the guidance of Prof. Nalin Abeysekara, Dean of the Faculty of Management Studies, whose leadership continues to inspire and guide the program.

The series of workshops successfully delivered three dynamic sessions, attracting enthusiastic participation from a diverse group of procurement professionals. Attendees ranged from operational officers to high-level decision-makers, all committed to enhancing their expertise and driving improvements in their respective organizations. The workshops provided a collaborative environment where participants not only gained valuable insights but also shared their unique challenges and experiences in the field. This exchange of ideas fostered a rich learning atmosphere, allowing professionals to reflect on their current practices and identify opportunities for improvement.

The interactive nature of the sessions, combined with the practical examples shared by the resource person, ensured that participants walked away with actionable strategies and tools they could immediately implement in their own procurement processes. The engagement and commitment from the participants underscored the importance of continuous learning and professional development in the ever-evolving field of public procurement.

The resource person for these sessions, Ivan Thissera, a Commission Member of the National Procurement Commission (NPC), brought a wealth of knowledge and practical experience to the table. His comprehensive presentations covered critical aspects of bidding document preparation, including adherence to procurement guidelines, risk management, and alignment with national policies. Through engaging discussions, real-world examples, and interactive Q&A sessions, participants gained actionable insights and clarified their doubts.

Feedback from attendees highlighted the workshops’ relevance and practicality in addressing current challenges in public procurement. Many participants commended the initiative, emphasizing the importance of such training for fostering stronger procurement practices across Sri Lanka.

As the next step, a free online workshop on “Establishing the Procurement Strategy Through the Essence of the Supply Positioning Model” will be held on 19th February 2025, via Zoom. This session, led by Sameera Atapattu, Lecturer, Consultant, and Trainer, as the resource person, aims to provide valuable insights into procurement strategies, helping professionals optimize their supply chain decisions using the Supply Positioning Model.
